Patrick Keenan Jr., P.E. has been appointed president of Phoenix International Holdings, Inc., effective November 1. In this position, Keenan will be responsible for all of the company’s operating units worldwide.   Before beginning his foray into the private sector, Keenan (CAPT USN retired) served in the U.S. Navy for 30 years as a diver, salvor and engineer.
