Tim Duncan, CEO of Talos, an oil and gas company focused on exploration and production in the Gulf of Mexico, has been appointed Vice Chairman of the U.S. National Ocean Industries Association (NOIA).Duncan will join NOIA Chairman and Halliburton Vice President Industry Relations Galen Cobb as an NOIA National Officer. , Rynd spent 11 years with Noble Drilling Services, Inc., where he served in a variety of management roles. Earlier in his career, he served in various roles of increasing levels of responsibility with Chiles Offshore and Rowan Companies. Rynd served as Chairman of the National Ocean Industries Association (NOIA) from 2014-15 and currently holds an Ex-Officio position on the Executive Committee. Tim Charters has joined the staff of the National Ocean Industries Association (NOIA) as Senior Director of Governmental and Political Affairs. Charters comes to NOIA from the National Stripper Well Association (NSWA) where he represented more than 18,000 small business men and women in America’s upstream energy industry as Vice President of Governmental and Regulatory Affairs.
